Storm Drain Outfall Mapping

ESS Group Inc. performed storm drain outfall mapping for the Naval Station Newport to comply with the Rhode Island Pollutant Discharge Elimination System (RIPDES) regulations and the Naval Station Newport (NAVSTANPT) Phase II Storm Water Management Plan.
 
Outfall mapping will allow for easy identification of individual pipe locations in the field.  ESS personnel used a handheld Global Positioning System (GPS) unit with 3 feet accuracy to obtain coordinates for outfalls to the major receiving water bodies (Narragansett Bay, Coddington Cove, and Coasters Harbor).  With the coordinate locations, ESS then developed a Geographic Information System (GIS) map that includes the storm drain outfalls overlaid on 1997 geographic referenced orthophotographs.  An interactive ArcView database was created as part of the GIS project which includes details on the storm drain outfall including type of pipe, size of pipe, presence/absence of flow, and date of inspection.  The ArcView database will allow the Naval Station Newport to easily add information as it becomes available, and perform the following tasks:
 
  • Track the condition and maintenance of storm water structures.
  • Record and track illicit discharges.
  • Record improvements, sampling data or other related information.
  • Select specific information to view in appropriate formats to identify trends and changes in data over time such as water quality.
 
As part of the storm drain outfall mapping project, ESS also provided NAVSTANPT staff with a demonstration of the capabilities of the ArcView database.
