Cross Hudson Project
Design Development Coordination, Environmental Investigations,
Ecological Risk Assessment Services, and Regulatory Permitting
New York and New Jersey
 
ESS Group, Inc. was responsible for cable design development coordination, upland and submarine routing evaluations, environmental impact evaluations, sediment risk assessment services, and regulatory permitting for a proposed 600 MW, 345 kV AC electric upland and submarine cable system.  This cable was planned to connect PSEG’s Bergen Generating Station in Ridgefield, New Jersey with the ConEd West 49th Street Substation in New York City (Manhattan). 
 
ESS conducted environmental impact and regulatory permitting reviews in New York and New Jersey.  ESS was responsible for preparation and monitoring of the following regulatory permit applications: Article VII Certificate of Environmental Compatibility and Public Need to the New York State Department of Public Service, and joint application and review by the New York District of the United States Army Corps of Engineers.  ESS provided technical support for preparation of state and local permit applications in New Jersey.
 
ESS assessed the potential effect cable installation would have on water and sediment quality in surrounding areas of the lower Hudson River. The assessment included: modeling of potential sediment and surface water constituent concentrations during and after cable installation; review and interpretation of historical Hudson River surface water and sediment quality data; calculation of risk-based sediment concentrations protective of food chain accumulation; and comparison of potential future surface sediment constituent concentrations with regulatory benchmarks and risk-based levels. The assessment received review and ultimate approval by New York State Department of Environmental Conservation and the New Jersey Department of Environmental Protection.
 
ESS was also responsible for preparation of the Coastal Zone Management Federal Consistency Certification to the New York Department of State Coastal Management Program.
 
ESS supported PSEG during its contractor selection process and prepared technical documents required by the Project’s Article VII Certificate, until the project was discontinued by PSEG in 2005.
