Energy Facility Development

Case Study

Bayonne Energy Center
Bayonne Energy Center

The Bayonne Energy Center Project involved the construction of a new energy efficient 512 MW electric generating facility on a brownfield site in Bayonne, New Jersey and installation of a new 6.5 mile, 345 kV AC submarine electric transmission cable system between Bayonne, New Jersey and the Gowanus Substation in Brooklyn, New York.

Submarine Cable Systems

b-submarine-2ESS has a substantive, sophisticated understanding of the unique technical issues associated with the planning, permitting, and installation of offshore submarine electric transmission cables. We have established working relationships with national and international submarine cable manufacturers and installers, which allows us to understand their product designs, installation methods and means, and installation technical criteria and limitations.

Comprehensive Submarine Cable Consulting

ESS develops and implements regulatory strategies, conducts field investigations, and performs comprehensive desktop siting and routing studies for development of submarine power transmission systems in offshore, coastal, and riverine environments. ESS also provides engineering design and owner’s engineer representation for upland transitions and installations involving jet plow embedment, dredging, and horizontal directional drilling. ESS has prepared comprehensive environmental impact reports under NEPA, FERC, and BOEMRE for projects including submarine cable systems, and conducts the field investigations and performs environmental impact assessments required to support these studies.

Coastal and Offshore Resource Evaluations

ESS field teams collect and analyze data on sediment characteristics, bathymetry, water quality, benthic fauna, fisheries, and endangered species to support submarine cable system routing, permitting, installation, and operations. ESS capabilities include GIS mapping, hazardous soils characterization and management, noise modeling, marine navigation assessments, permitting for upland facilities such as substations, manufacturing operations or staging areas. ESS also provides air quality modeling for mobile and stationary sources. ESS develops construction management and monitoring plans and performs monitoring during and after construction as required to demonstrate environmental compliance
